PANews reported on July 2 that according to Beijing Business Daily, the People's Bank of China issued the "Regulations on Anti-Money Laundering and Anti-Terrorism Financing of Precious Metals and Gem Practitioners" (hereinafter referred to as the "Regulations on Administration of Management) on June 30, which will come into effect on August 1, 2025. The "Management Measures" publicly solicited opinions from the public from April 3 to April 16, 2025.

Compared with the anti-money laundering requirements for the precious metals industry proposed by the regulatory authorities earlier, this "Management Measures" clearly stipulates in terms of the application object, starting point amount, and specific circumstances of customer due diligence, and include the entire industry chain of precious metals and gems in anti-money laundering supervision. Judging from the changes, in the "Management Measures", the starting point of submitting large-scale transaction reports will be increased from 50,000 yuan to 100,000 yuan, and a large number of precious metals and gemstone stores should also be included.

In terms of the scope of the practitioners, according to the "Management Measures", practitioners subject to the new regulations refer to traders engaged in spot trading of precious metals and gems in accordance with the law in the territory of the People's Republic of China. Practicing institutions shall fulfill anti-money laundering obligations in accordance with regulations, accept anti-money laundering supervision and management, and cooperate with anti-money laundering investigations.
