Iran Proposes a Three-Phase Negotiation Plan: Inside Story of the Iranian Foreign Minister's Return to Islamabad


Iran has put forward a three-phase negotiation plan to resolve the issue: first, talk about ending the war, then the Strait of Hormuz, and finally the nuclear issue.
According to relevant sources reported at 07:54 on April 27, Iranian sources revealed that Iran has conveyed a three-phase negotiation plan to the United States through intermediaries.
The first phase of the negotiation plan focuses on completely ending the current war and obtaining clear guarantees to prevent Iran and Lebanon from being attacked by war again. If an agreement is reached in the first phase, all parties will enter the second phase, which will focus exclusively on the management of the Strait of Hormuz and study and formulate a reasonable management mechanism. Thethird phase is related to the nuclear issue, but Iran has clearly stated that it will never participate in any negotiations on the nuclear issue until agreements are reached in the first two phases.

Senior Pakistani journalist Absar Alam Haider posted on social media in the early morning of April 27, disclosing the inside story of Iranian Foreign Minister Araghchi's second visit to Islamabad, the capital of Pakistan, on the same day. He stated that the core reason for Araghchi's return was an important proposal put forward by Oman.
Absar Alam wrote in the post that the "turning point" of the trip occurred during Araghchi's meeting with Oman. Oman proposed that no matter what new management mechanism is ultimately formulated for the Strait of Hormuz, Saudi Arabia should be involved. Other diplomatic sources added that once Saudi Arabia participates in the mechanism, Qatar will also be taken into consideration.
According to the post, it was precisely because of this proposal that Araghchi adjusted his visit itinerary midway, returned to Islamabad, and handed over an important proposal to Pakistan, which acts as an intermediary between the United States and Iran. The core content of the proposal is about the specific conditions for the coastal countries of the Strait of Hormuz to establish a new security cooperation mechanism.
It is reported that Araghchi departed for Pakistan on April 24, and then went to Muscat, the capital of Oman, on April 26 to hold a meeting with Sultan Haitham of Oman. His original next destination was Russia. However, on the evening of April 26, Araghchi temporarily changed his itinerary, arrived in Islamabad again to hold a meeting with Pakistan, and left late that night to continue his trip to Russia.
