Ho Chi Minh City in Vietnam deepens cooperation with Binance to jointly build a digital asset and blockchain financial center

According to Foresight News, according to Vietnam News Agency, the Ministry of Finance of Ho Chi Minh City in Vietnam and Binance Company signed a memorandum of understanding on cooperation aimed at accelerating the development of the Ho Chi Minh City International Financial Center (VIFC-HCMC). According to the MoU, both parties agreed to cooperate in four core areas: promoting and introducing investors, financial institutions and investment funds to operate in the Ho Chi Minh City International Financial Center (VIFC); sharing practical experience in developing legal frameworks for digital assets, blockchain technology and payment infrastructure using digital assets; and supporting the development of controlled testing environments (sandboxes) for digital asset projects after an appropriate legal framework is established and authorized by the competent authority.


Both parties will also support the innovation ecosystem, including SMEs and start-ups applying digital technologies, blockchain and fintech. The cooperation covers regulatory compliance, international standards and best practices, as well as consulting services in digital asset infrastructure and artificial intelligence and blockchain technology applications.
